有關推動粵港澳大灣區數據互聯互通及跨境電商業務發展建議
數字經濟已成為全球經濟增長的主要動力，其中一個領域是跨境電商貿易發展以促進大灣區
貿易高品質發展，國家打造跨境電商綜合實驗區已是 2015年 3月 7日的事，香港澳門本身
就是自由港，無必要作什麼綜合試點，以下是業界普遍的聲音以作參考：
1. 把香港打造成為一個聯繫祖國與世界品牌的綜合樞紐。發揮地緣優勢，透過大數據做
物流，通過便利通關同國內海關創造一個快進快出的系統整合，達至共贏;
2. 建議爭取可以給香港經營網購的商家在沒有中國營業執照的情況下，使用大灣區的跨
境保稅區進行 BC（清關模式 9610）或 BBC （清關模式 1210）給予港商將訂單跨境
入中國、改變現時只有通過大平台開店這種壟斷的情況、給予港商在中國更多元化的
營銷策略;
3. 爭取把香港成為電商小包中轉站，可考慮把 X-Ray 放在廣東省以節省成本及優化流
程;
4. 成立專責部門研討粵港澳大灣區物流動態，香港運輸物流企業大部份還是中小微企，
沒有能力往內地做調研和拓展業務知能力，所以專責部門可以透過政府資助香港業
界，能夠盡快融入大灣區運作;
5. 透過 5G網絡優勢，加快信息交換平台。打造香港成為國內進口產品的國際供應鏈透
明管理系統;
6. 香港舉辦跨境電商物流的大型活動，吸引國內及外資參與及投資;
7. 建議香港製造產品提供資助及便利，於線上線下銷售;
8. 除了最近比較關注電子煙之外，CBD中轉亦有很大需求，由於香港完全禁止，現在
大部份的貨已轉到星加坡或泰國進出或轉口;
9. 關於促請政府設立數字香港及搭建大數據平台，財政司今年中成立數字香港經濟發展
委員會，裏面有包括跨境大數據。亦可考慮把電商物流也納入第三方物流服務供應商
資助先導計劃 (TPLSP)
最重要還是盡快通關，盡快取回亞洲中轉優勢，謝謝關注。
